Which, assuming link is before the target does fit my description above.

You mean apart from the link you posted above? That is the only official documentation for kepubs that I know of. And that is the only official description of how footnotes work. Almost everything else is guesswork based on experiments done by various people here. And that is why I suggested searching the forum.

But, really, if you know how to create a link and a target, then you know how to do it.
